Pool Safety Requirements In Los Angeles, California

In efforts to reduce the risks and instances of drowning among children, the government of California provides legislative oversight under the California Codes. The Swimming Pool Safety Act under Section 115920-115929 of the Health and Safety Code provides legal guidance and requirements for pools and spas. For swimming pools in the state, the government requires that at least one of the seven safety features discussed below be installed:

  1. An enclosure to separate the pool and the home when these are located on the same property,
  2. A removable pool fence with a lockable, self-latching and self-closing gate,
  3. Approved pool covers that are certified by the American Society for Testing and Materials (ASTM),
  4. Alarms on doors that provide direct access to the pool from the residence,
  5. Self-latching, self-closing devices should be installed on all doors providing direct access to the swimming pool from the residence. The latch should also have a release located at least 54 inches above the floor.
  6. Swimming pool alarms should be installed so that they go off whenever someone or something goes into the water. These alarms should be approved by the ASTM.
  7. Other protective measures that meet or exceed standards set by the apparatus discussed above.

Section 115923 of the code also describes the minimum characteristics for an enclosure. These include:

  1. Where the enclosure has access gates, the gates should be self-closing and open away from the pool. Access gates should also have a self-latching device that is located at least 60 inches from the ground.
  2. The enclosure should extend to a height of at least 60 inches.
  3. The maximum distance from the bottom of the enclosure to the ground should be two inches
  4. Any gaps on the enclosure should only allow spherical objects that do not exceed a diameter of four inches.
  5. Lastly, enclosures should not have any physical structure and characteristic such as cavities and protrusions that would allow a child to gain access to the pool area by climbing over the enclosure.

The United States Consumer Product Safety Commission, USCP, and the California government allow the installation of backup safety procedures in order to help reduce the runaway mortality rate associated with drowning in residential swimming pools.

Implementing Pool Safety Procedures At Home

Drowning is among the stealthiest killers among children aged below five years. At this age, toddlers have little or no comprehension of danger and may easily drown without notice. While adults will often call out when drowning, children will have difficulty calling out or shouting when drowning. Therefore, the most important safety protocol you can practice at home is vigilance. You should never leave your child unattended around a pool or any water container that holds enough water to submerge your child.

Another safety precaution you can take is to ensure that the swimming pool area is cordoned off using a pool fence that contains pool gates that should always be secured and locked. You can also enroll your child for swimming lessons to help them develop their swimming abilities as they grow older.
